Level 2 Taxi Driver Course Assessment: 7 Essential Licensing Checks

By 4 min read

Level 2 taxi driver course assessment develops and checks professional knowledge and relevant practical skills. It is separate from the licensing decision made by the authority where you intend to work.

HHF offers the iCQ Level 2 Certificate in the Introduction to the Role of the Professional Taxi and Private Hire Driver (RQF), qualification number 601/4373/3. Use this guide to check the award, assessment and local acceptance before buying the course.

1. Level 2 Taxi Driver Course Assessment: Choose the Award

Ask your licensing authority for the exact qualification or training it accepts. Compare the title, awarding organisation and qualification number with the HHF taxi course page. A course described informally as a taxi certificate may not be the same award requested by the authority.

HHF also offers a separate taxi and private hire driving qualification. Do not assume that qualifications with similar names are interchangeable. Keep the authority’s response so you can confirm your choice with HHF before enrolling.

2. Separate Training from the Driver Licence

GOV.UK taxi and private hire licensing guidance explains that a driver licence is required in England and Wales. Completing a training course does not issue that licence, replace the application process or guarantee approval.

Different locations can have different application arrangements. London applicants should check Transport for London’s private hire requirements where applicable; elsewhere, use the relevant council’s official guidance. Confirm the correct authority before comparing advice found online.

3. Understand the Course Content

The official iCQ specification lists nine mandatory units and 15 credits. The qualification addresses vehicle safety, health and safety, the regulatory framework, passenger assistance, routes and fares, road safety, customer service, luggage and parcels, and transporting children and young people.

Studying these topics helps you connect professional responsibilities to everyday decisions. For example, a fare question may require interpreting the agreed tariff and explaining the charge clearly to a passenger. Learning a route is different from demonstrating that you understand safe and lawful passenger transport.

4. Plan for Knowledge and Practical Assessment

HHF’s Level 2 taxi driver course assessment includes written knowledge tasks, multiple-choice assessment and required practical observation. The course information identifies passenger-assistance evidence as a practical requirement. Online study alone does not demonstrate every required skill.

Agree suitable assessment arrangements with HHF before starting. Recorded evidence, live online observation or face-to-face assessment may be discussed where appropriate; suitability depends on the task and assessment rules. Follow the exact instructions rather than assuming any video will be accepted.

Prepare by explaining why a procedure matters as well as practising it. Do not rehearse a live assessment answer or use another learner’s evidence. Certification follows successful assessment and quality assurance.

5. Check Course Entry and Local Eligibility

HHF’s published course entry information requires learners to be at least 18, resident in the UK, hold a valid UK driving licence and have sufficient English skills and access to practical assessment. These are HHF course conditions, not a complete list of licensing rules.

Ask the authority what applies to your application: driving history, identification, medical fitness, DBS checks, safeguarding or disability awareness, knowledge or language tests, and any other requirements it specifies. Do not treat this checklist as proof that every authority uses the same tests or accepts the same documents.

6. Ask About Fees and Study Arrangements

Check the live course fee and enrolment details rather than relying on an old advert. Ask what registration, assessment, practical observation, certification and support are included, and whether a resit or exceptional arrangement creates an additional charge.

Licensing fees and any separate tests or documents required by the authority should be budgeted independently. A course fee should not be described as the total cost of becoming licensed unless every relevant cost has been confirmed. Agree a timetable that includes practical assessment as well as online learning.

7. Use a Before-Enrolment Checklist

Before committing to Level 2 taxi driver course assessment, confirm the following in writing:

  • The intended licensing authority and its current requirements.
  • The exact accepted qualification and awarding organisation.
  • Your eligibility for both the course and licence application.
  • The practical assessment arrangements.
  • The included fee items and possible additional charges.
  • A study and assessment timetable you can meet.

If an answer is unclear, contact HHF with the authority’s requirements before payment. After successful training, complete the authority’s separate application steps. Avoid booking work or assuming licensing approval simply because you have enrolled in a qualification.

Frequently Asked Questions

Does completing the course automatically give me a taxi licence?

No. The licensing authority makes a separate decision and may require other checks, tests or documents.

Is the course entirely assessed by multiple-choice questions?

No. HHF’s course includes knowledge assessment and required practical observation. Confirm the evidence plan before starting.

Will every council accept the same qualification?

Do not assume this. Confirm the exact award and qualification number with the authority where you intend to apply.

Are licensing application fees included in the course fee?

Check the current course offer and ask HHF. Budget separately for licensing and other authority requirements unless inclusion is expressly confirmed.
